Tomer - A Government-Owned Company Ltd. is an Israeli state-owned defense contractor established in 2015 and officially spun off in 2018. It was formed during the privatization of Israel Military Industries (IMI), when the Israeli government decided to sell IMI to Elbit Systems but retain control over classified rocket propulsion systems. Headquartered in Ramla, Tomer employs several hundred people entirely within Israel. The primary event in the company's recent history has been the accelerated production scaling during the Iron Swords war to supply the IDF with rocket motors and munitions.

Tomer develops and manufactures rocket motors and propulsion systems. It works primarily in chemistry and materials science to produce solid rocket propellant for heavy military applications. Its buyers are strictly government defense ministries and prime defense contractors. As a government-owned entity, its operations are strictly B2G (business-to-government), supplying components that are integrated into larger missile or space systems by prime contractors.

The company manufactures the rocket motors for the Arrow (Hetz) missile defense system, including the Arrow 2 and Arrow 3 exoatmospheric interceptors. Tomer also produces the propulsion stages for the Shavit satellite launch vehicle, which Israel uses to place its Ofek reconnaissance satellites into orbit. Additionally, the company produces rocket motors for various air-defense missiles and artillery rockets used by the IDF.

Tomer acts as the designated national developer for these technologies in Israel, effectively operating as a state-mandated monopoly for specific heavy rocket propulsion systems. It does not compete in a traditional commercial market. Its strategic partners and primary integrators are Israel Aerospace Industries (IAI), Rafael Advanced Defense Systems, and Elbit Systems.

Tomer operates from its main facility in Ramla. Given the highly classified nature of its energetics and propulsion work, all research, development, and manufacturing are conducted in Israel. The company recruits mechanical engineers, aerospace engineers, materials scientists, and chemists.
