Noga - The Israel Independent System Operator Ltd. is a government-owned company established in 2018 as part of Israel's electricity sector reform. The company officially assumed responsibility for managing the national power grid from the Israel Electric Corporation (IEC) in 2020. Headquartered in Haifa, Noga functions as the authority for balancing electricity supply and demand across the country. In June 2024, the company gained national attention when CEO Shaul Goldstein publicly warned about the electrical grid's vulnerability in the event of a full-scale war, prompting widespread public and political debate.

Noga operates the national electricity control center. Its mandate is to ensure the continuous supply of electricity by dispatching power from both the IEC and independent power producers (IPPs). The company is responsible for the statistical and physical balancing of the grid, long-term infrastructure planning, and integrating renewable energy sources into the national transmission system. It also manages Israel's wholesale electricity market, determining daily dispatch schedules based on economic merit order.
